What is this figure doing?

Hi,

I might get a prize for the silliest question of the year but what is the Bachmann Scenecraft Loco Staff figure second right supposed to be doing? http://www.bachmann.co.uk/image_box.php?image=images1/scraft/36-047.jpg&cat_no=36-047&info=0&width=625&height=185

I'm not sure if he is a driver or not, there are other figures that are definitely drivers but I'm sure about him,  any ideas out there?

I think it's an oil can with a thick spout and he is wiping it down.

On more modern British loco classes like the 'standards', the driver could drive from his seat , 'notch-up' with the left hand. And with the regulator set in the right position, drive on the engine brake with the right, the brake being at a similar height as the reversing handle. The regulator handle being a little higher than the brake, say head height to a sitting driver.

He goes with another set.
The one where an old lady is knitting.

Why ?  Was he knitting a newspaper or has he lost his needles ?

You're all wrong, he's also a fisherman and is talking about the one that got away over the weekend.

I think he is actually the same figure as the 2nd, 3rd and 4th figure, but he is on his way home… although he has lost his car !

Thank you to bike2steam for his informative answer but as I don't have a standard loco I might just follow some of the other suggestions

He's a French locomotive driver and they forgot to mould his accordion!

Sorry Veronica I did say 'like', you could include many of the post grouping designs, but I get yer ( non to serious) drift .
