Not all glues stick all things!

Wanting to bring a road up to the station at about platform level, yesterday I cut some foam board and glued it (I thought) to the cork which covers the baseboards using No Nails, it sticks the cork to the baseboards quite well, however on going to do further work today I found it had not stuck, so I've had to redo with PVA.

White foam board (foam core, white card top and bottom)? White foam board is coated with white pigment, which the glue sticks to, rather than the card. I had the same issue with hot glue. PVA, being water based, seems to soak through to the card.
