New Passenger commuter stock??

Hi All.     I have read in certain national Newspapers ( subject to copywright)  about new Commuter Trains that hark back to the 1930’s. I refer to the 2 NOL . This shocking news, refers to the need to have more seating at the expense of passenger somfort? But the extra seating is there instead of lavatories? And it is reported that some passengers that cannot wait until the train reaches the next stop, are using the carriage connection and causing the trains to stink like “ cattle trucks “.
