Adding milky water to my layout

First of all, let me state that this is not a dig at the product Aqua Magic - I have seen videos and pictures of the wonderful stuff which show great realism.
My problem is that in trying to add some water affects to my layout, ie standing water in the goods yard/TMD and a slow running river/stream at the rear of the layout, certain areas are crystal clear but others have turned a milky white.
I am trying not to apply it too thickly - only a mm at a time to get the depth. I am obviously doing something wrong.
Can any of you shed some light on this and a possible way of rectifying the already set application.

Gary, have you tried contacting the manufacturer for advice?

Also if you are applying it thick if its an air drying resin that will give of gases when curing that become trapped
( gases cant rise through thick resin)and give a cloudy effect.

Brian, the thought of moisture may be the issue but that side of the layout has not been touched scenically for a good two months but that may well be the issue. I didn't think that I was applying it too thickly as I am only doing around a mm at a time but that said, there does seem to be the odd area where there are milky patches ( like the ones that form on a frozen pond where the air is trapped) so that may well be down to the chemical effect.
I have never used this before so am open to any advice.
If I were to cut out the effected areas will I get a seam line where to new and old meet? In the goods yard, I will be trying to cut up to and into ballast.
I appreciate your thoughts on this.
