From what I've read "between the lines" NRM are running out of space, partly it seems because they have added refreshment and memorabilia sales within the display area presumably to make a profit from them as they can not charge admission.
As for "why the Swanage?" The Adams 4-4-0s were frequent visitors well into the 1930s and possibly during WW2, the last were withdrawn about 1946. The only other heritage line that might have seen them regularly would probably be the mid Hants (Watercress line)

563 must have a financial value so why would NRM give that money to Swanage rather than simply lend them the locomotive - for as long as Swanage wants it, if necessary…………………?
