Benllben - I'm not absolutely certain but I don't think you can !!!

Scatter is for making the "ground cover" like flat grass or simply colouring the ground.  To make weeds and other things that stand up out of the grass, you need something to carry the scatter.  Leichen or other "shrub" type material is good - sea moss, bit of real moss - in fact, anything "tufty" will do.

You could carefully put dabs of glue on then then sprinkle your coloured scatter onto it before glueing the treated "tuft"  to your baseboard.

Hope this helps and maybe others, more experienced than me, will give other ideas.

It really depends on how big you want those weeds and grasses to look, and as Petermac said, if you want upright plants you'll need some sort of stem to attach the scatter to - bunches of fine brush bristles or string fibres will do the trick for small ones and horsehair or coconut fibres are two things that will work for bigger ones.  I've also had reasonable results by stripping the plastic from fine electrical wiring and using the copper wires. You can paint them if you want to but they tarnish very quickly here  :)   Dab some glue onto whatever framework you choose, and apply the scatter with tweezers, or dunk the gluey thing into a small pile of scatter.
String and jute twine fibres make excellent grass clumps. Painting is optional  :)

Novice did the "How to make rough pasture" thread in the Scenery section.

http://yourmodelrailway.com/viewtopic.php?t=587

That should help you Ben.

Also have a look at MikeC's Swanhurst in the Personal layout thread for his grasses, shrubs and weeds.

Have fun.
