Re-join the Tufty Club!
On your cutting mat/flexible surface, put a series of 3mm blobs of PVA and gently press down a portion of lightly combed hanging basket liner [the finer, fluffier variety, 'Pendula Fluffiosa'] over them.Allow to dry overnight, pull the liner off and then by using a fine scalpel whilst flexing the mat, ease the little tufts off.
Stick'em where you need'em!

[unlike Peter, they may need a little hair-cut….Tee hee, he's away at a commissioning ceremony, he won't read this…..]

From clumping to 'gravel'.
It's not always convenient to prepare it in situ and usually leads to migrated scatter over everything.
In fact, after the blob of pva and application of the material, I use acrylic paint in the water/pva/washing up liquid follow-up mix to provide colour too.

I use your method for all sorts of growth and scatter, Doug.
