you probably wont like this answer but moving figures on a layout can look very false. By arranging 'a group of static' figures you can create the illusion of hustle and bustle/. A figure in the act of walking or running is frozen in time and looks ok on a diorama where the train is static but looks a bit silly when the trains are moving.

 If you really want movement its easy to cut a leg off and restick it in an appropriate position with a bit of air-drying modelling clay. The same thing can be used to easily make cases and bags etc

The Preisser figures are HO scale Geoff.

I bought a large box (148 figures I think) of unpainted ones - I'll have a look and see if there are any walking ones.
