I sometimes think Geoff the engines run altoghter better with sound off or i may be just dreaming it.

I'm not sure what an 08 is. I have had some frustrating experiences with Hornby steam locos. Hornby do fantastic detail and finish, but pickup wise they are still in the Dark Ages. I think they might still have a DC mentality. It's silly really, because if pickups will work with DCC sound, they will be marvellous for DC.
The other question is, what brand of sound decoder does it have? If it's a Loksound, you can set some special effects with the programmer which will return the loco to what it was doing when the power went off.
So, if an 08 is a steam loco, does it have a tender? Sometimes they would have no pickups on the tender wheels, or only on one pair each side. Pickups are an on going challenge - particularly with early Bachmann and Hornby steam locos, so IMHO that is where your work will be; fitting extra pickups on the tender, or changing the wheel sets and picking up from all wheels.
I "inherited" a Hornby Terrier, which is an 0 6 0 with a rigid frame and it doesn't like my bumpy trackwork at all. I have a funny old brake van which will be fitted with extra pickups when I get A Round Tuit. I'm hoping that will improve things.
To sum up - I'd go to the source of the problem; the pickups.

Another thing that occurred to me is that it might just be a duff one. I wonder if you took it back to the store and had them show you another one, whether it might perform better. I had a Bachman which had lots of pickups on the driving wheels, but it turned out that where the wires were conected was a kind of rivetted join. Once I soldered the wires straight on to the bronze plate it was a lot better.
It could be something simple like that, Geoff. The continuity looked OK, but the joint obviously wasn't up to the mark.
