It's a shaker designed to thoroughly mix paint (or other fluids), prior to use.
It involves an empty cat food tin, a 12 Volt DC motor, some scraps of MDF and a piece of carpet cushion (underlay).
Hook the device up to 3 Volts DC and clamp the rear projection of the base firmly to the bench.
Put your tin of paint, etc., in the cat food tin.
Turn on the power.
The out of balance pulley will shake the assembly and the cushion will allow it to oscillate quite violently.
The cushion is glued to the MDF using PVA glue.

I saw a similar idea several years ago with a container/assembly strapped or clamped to the face of an orbital sander - one thing the poster recommended was to use a container with a clip on lid otherwise you risk getting paint everywhere…..

Our Vallejo paints come in screw cap plastic bottles, so we should be OK.
